Start getting Iowa point's, you will have to have 2 before you can get a bow tag but the hunting on some of there public land is awesome to say the least. I have never seen as many mature buck's on public land as I have when I hunt Iowa. Look in the south east part of the state.
I hunted some public land in Indiana a couple year's back and seen good deer there. 8,000 + acre's of power plant land on the river, south west part of the state.
IL has some good public land but it get's a lot of attention or at least in my area. The southern end of the state has a lot of public land and nice buck's. If rough ground is not a problem and you want a place with monster's look at some of the public land in Perry county the old coal mine land 200" deer have came out of there but take a gps in there for sure.
Also you might want to check with some of the outfitter's in southern IL or IN they will have most of the hard work done for you, you can just enjoy the hunt. Price's seem to be real fair if you compare it to the cost of a lease or a week's stay in the motel and food while hunting public land.
